With sadness, we report that Tom Oken’s wife, Kathleen, passed away Monday December 6, 2004 after a brave battle against cancer. Tom is the Pitkin County Treasurer and Public Trustee and the Chief Financial Officer for Pitkin County.  Tom and Kathleen have a 14-year-old daughter, Caitlin.  Private services have been held; a public memorial service will be announced at a later date.  Cards for Tom and Caitlin can be mailed to P. O. Box 8054, Aspen, Colorado 81612

    The weather here in Castle Rock is very wintry and has created the perfect atmosphere for sending out the final information for the Winter Metro Meeting and Holiday Gala.
    Attached to this e-mail is information on the dinner as well as a registration form.  In a separate attachment, is information on the hotel accommodations that have been arranged. We have visited the hotel site and wanted to share with you some of their amenities. The rates that are quoted include:

I am very glad this morning, on my last day as the Denver Treasurer, to announce the appointment of our new Denver Treasurer.  His name is David Hart, who will be returning to the Denver Treasury after working here previously for 9 years as a key member of my staff.

David was with us from 1993 to 2002, serving as Denver's point person for bond financings, back-up to our Investment Officer, and also the official who managed our banking relationships.  Since leaving Denver in 2002 he gained valuable experience in senior positions with two other local governments:  the City of Cherry Hills Village in Arapahoe County, and the Douglas County School District.  In those positions he gained great experience managing both personnel and major projects.

While he was with us previously, David earned a well-deserved reputation as a team-builder, skilled negotiator, and leader.  I have described him to others as "the people's choice" to become our Treasurer, since he was very well regarded by his co-workers at all levels.  Out of our combined city/county Treasury staff of 140 people, he was chosen by his peers in 1995 as the Employee of the Quarter - - an indicator of the regard that his co-workers always had for him and his work.  His strong financial skills, and proven ability here as a fast learner, will position him well to get up-to-speed quickly on tax issues and other areas beyond his previous experience with us.

You will enjoy getting to know David.  He is 41, is active in his church, and he and his wife have two young daughters.  He will begin his tenure here on December 6.  In the meantime, Karen Todd will serve as the interim Treasurer.  I know you will make David feel very welcome in the Association.

On a personal note, I just want to say thanks once more for the wonderful Toast and Roast that evening at the Sylvan Dale Ranch, for your friendship through the years, and for the beautiful desk clock that the Treasurers gave me at the party here in Denver earlier this week.  It will have a place of honor in my new office.

Since my wife and I have an empty nest these days, and we now have friends in courthouses across the State, don't be surprised if we show up some day to visit!

Did you know that you can type certain symbols in Windows programs using the Alt key?  If you hold the Alt key and type 248, you will get the degree symbol,  ° .  Alt-171 is ½ and Alt-172 is ¼.  There are others, but these are the ones I use most.


The Boulder County Public Trustee office will hold an open house to introduce and demonstrate our eRecording system.  Invitation


Because of her legal situation, Charlene Cockrum has offered to step aside as President of the CCTA until such time as she can resume her duties. The Executive Board met with her by phone
8-11-04 and supports her decision.  Therefore, as 1st Vice President, I will be acting on Charlene's behalf until she returns to her position. 


METRO MEETING AND LUNCH
Dear County Treasurer's and Public Trustees, Associate Members, Ra-RA
Club Members and Guests.
     Can you believe that we are winding down the summer already?  School
starting, vacations over and summer conference behind us.  What a
wonderful job Roxy did with our summer conference.  I thought the
Karaoke night was great, we have some very talented individuals in our
group and the rest of us just like to have fun!
     Douglas County is very pleased to be hosting the August metro meeting
and hope that each one of you will be able to attend.  The presenters
promise to be very informative, the meeting educational and the day
relaxing.  Attached are the agenda, registration form and Hotel/Golf
information.  We ask that you send the registration form back to us
indicating attendance for lunch and if you desire to play golf, please
contact the Hotels for any further information and to reserve a room.
     For anyone who may be interested in arriving a day early, the
Treasurer's Office and various other county departments will be
hosting an "Open House" on August 19th.  We would invite any of you
who would be interested in visiting some of our county offices to attend
this function.
     See you in August!

There seemed to be some confusion on the Dues portion of the Constitution.  This was reviewed  by the Manual Committee and the Executive Board and was discussed at Conference.  Click here to access the correct version.

Attached to this email are two documents.  One is an edited outline of my credit card presentation before the Association of Colorado County Administrators at their annual meeting.  It contains the narrative results from the credit card and e-commerce survey of county treasurers conducted June 2nd.  The second document is a table with the tabular results of the survey.  You are receiving this information in response to your request on the survey form to view the collected data.

All attorneys with foreclosure questions are invited to a seminar sponsored by the Larimer County Public Trustee and the Young Lawyers Association to be held June 25th, Larimer County Justice Center (NOT Courthouse!) in the Jury Room Side B from 11:30 to 1:30p.m. (brown bag).

Here is a copy of the the case law on foreclosing on a judgment.


Our Land Use Code effective July 1, 2003 states that if a 1976 or older mobile home is moved into Yuma County the owner will have to place in escrow with the County Treasurer $1,000.00 for removal costs if the mobile home is abandoned.  We are having mobile homes moved in and not receiving the paperwork on the moves.  If every Treasurer is aware of this fee it would be helpful to us.  Thanks for the help.

Attached are two masters for use as Treasurers Deeds. One has no assignments and can be filled in as is.  Simply highlight a line by double clicking or dragging and fill in with the correct information.  You can fill in your county and treasurer's name at the start and make that your master.

The second master is with assignments.  There will be more paragraphs than fit your deed situation as there is room for two assignments and county held assignments as well.  Simply delete the paragraphs you don't need.  That will probably shorten the length so that it will fit on two sides of an 8 1/2 by 14.  Again, simply highlight a line by double clicking or dragging and fill in with the correct information.  You can fill in your county and treasurer's name at the start and make that your master.

You may have a printer that will print both sides.  If not, print single sides and run through a copier that will put it to both sides.  I have a separate masters file and then a Treasurers Deed file so that I electronically have a copy of each Treasurers Deed issued.

Have fun. I think this will speed things up for deed preparation and it certainly looks nicer.

It was reported at the Eastern Division meeting that we are still supposed to submit the Senior Exemption reports to the Leslie Sloss at the State Treasurer's Office.

The Executive Board has contracted with Rich Krohn to provide legal counsel to the Public Trustees' Association.
