CCTA-EASTERN DIVISION

March 18 and 19, 2004

Following lunch Thursday, March 18, 2004, President Alynn Huffman called the spring meeting of the CCTA – Eastern Division to order at 12:45 p.m. with 36 members and guests present at the Tyme Square Inn.  Kurt Venekamp gave an interesting presentation entitled “The Benefits of a More Powerful Memory”.  Kurt told us we spend 30-60 minutes a day looking for missing items or other things due to forgetfulness and that we all have a perfect memory but have not been taught how to access it.  He introduced us to the FIG system (file, image, glue) and invited those present to attend his seminar at a discounted rate.

 

The following news was shared:  Karen Sheaffer has been hospitalized; Michelle Miller suffered a broken hand and her son-in-law has been sent to Iraq; Linda Statz’ son-in-law passed away – cards can be sent to Ralyn Ralston, 820 Holmes Place, Berthoud, CO 80513-1412; Jim Covington is now a foster parent; and Myrna Rodenberger had a knee replacement.

 

Roxy Huber urged everyone to call their Representative asking them to kill HB 04-1382, childcare credit through the abatement process – she felt this was not the way to handle this and would increase the abatement numbers.

 

Roundtable discussion was held discussing Treasurer Deeds; Torrens Registration System; homeowner’s association taxes; abatements; threats from various individuals such as Global Debt and Give Me Liberty; and Notice of Dishonor on land patent. 

 

Jack Arrowsmith and Jim Willis gave a presentation on eRecording.  The Public Trustee’s record 30% of all documents in the Clerk and Recorder’s Office.  The Secretary of State is determining the rules for eNotarization and an electronic journal (HB 1300).  The State has $1,640,000 in surcharge monies to be used by the Clerks (and maybe the PTs through the Clerks) for technology in small Counties, which must be used by July 1, 2006.  The meeting was adjourned at 4:45 p.m.  Retired Treasurers Bobbie Spore, Gaynell Holcomb and Suzie Graeff joined us for dinner.

 

On Friday, March 19, Alynn Huffman called the meeting to order at 8:00 a.m. with 27 members and guests present.  Treasurer Linda Statz reported that prior to this meeting, there was a balance of $14,440.28 in our bank accounts.  Discussion was held as to the amount of money our organization has.  It was moved by Jim Covington and seconded by Wanda Lowery to transfer $5,000 to the Colorado County Treasurer’s Association’s Scholarship Fund.  Mack Crowther reported that the Treasurer’s Association has had trouble funding the scholarships with such awful returns on our monies.  The motion passed.

 

Under committee reports, the recreation committee, Susan Cochell and Dee Ann Stults, reported that we had a lot of fun on Thursday evening playing Taboo, Pig Mania and singing along with the karaoke machine.  Roxy Huber updated us on legislation – budget bill was not presented; Board of County Commissioners to fire deputies was killed; HB 02-1288 passed requiring BAA and District Court abatement dollars be returned to the appellant; HB 04-1129 – property taken by County for delinquent taxes; HB 04-1311 – identity theft – violates federal law – to be amended; HB 04-1382 – eligible child care through abatement process; SB 04-001 – exempt any new business personal property but tax school part only after 1-1-04; HCR 04-1008 – Board of County Commissioners set fees for County and salaries; HB 04-1404 – investments.  Alynn appointed Peggy Foley as chairman, Jim Covington and Michelle Miller as the Program Committee for the September meeting which was set for September 23 and 24.  The group wishes to continue the Thursday sandwich lunch with dinner and Friday’s lunch at the Southside.  Roxy Huber announced that the summer conference would be held June 21 – 25 at the Double Tree located off of Highway 36 in Westminster with the room rate of $79.  Angie Dazlich announced that the seminar would be held in Ft. Collins on October 11 –15.  Sharon Jones also announced that Douglas County would be hosting a metro meeting in August.

 

Cynthia Barnes of CTSI then presented a program “Privacy and Responsibility in the Workplace”.  She discussed hiring practices; privacy areas and credit reports on employees.
