The fall meeting of the CCTA-Eastern Division was called to order at 12:45 pm, Thursday, Sept. 13, 2003, by Alynn Huffman, Vice President, in lieu of absent Pres. Lorraine Woolley. After introductions Treas. Linda Statz explained the distributed dues notices. Jim Covington, Pres. of the Colorado Public Trustees’ Association, reminded everyone that the Public Trustee dues will include an extra $100 for 2004 and $50 a year thereafter.
Alynn introduced our speaker Attorney Caren Castle. Caren said they were consolidating their offices into one in mi- October, having 170 attorneys under one roof. Presenting the foreclosure process from the attorneys’ view proved to be extremely informative. Caren graciously answered questions until the session closed. The group asked Caren how to bypass phone system or if they would have an option just for public trustees. She explained the Soldiers & Sailors Act only covered military personnel who were civilians when they got the loan or were inactive Coast Guards. Caren also explained FHA rules requiring property to be vacant and marketable before taking deed.
9:00 a.m. Friday Alynn called the business meeting to order. Motion by Roxie Huber, 2nd by Jim Covington, to accept minutes of the March meeting as presented. Hearing no objections, the treasurer’s report was filed. A report on IACREOT was presented by Michelle Miller. The CCTA/CCPT seminar will be October 20-24 in Fort Collins. Alynn said she, Jack Arrowsmith, Jim Wills and Angela Dalezich were on the eRecording committee and they would report at the seminar. Jim Wills added there would be information on the Secretary of State’s website. Steve Hutt, CCTA President, said they had added a pro & con session on Amendment 32 to the Tuesday Seminar agenda.
Roxie gave the legislative update saying they did not intend to add any new legislation at this time but asked for any issues we might have. Bob Sagel said the PT’s were trying to coordinate with the bar association to possibly increase the cure and decrease the redemption deadlines.
The March meeting was set on the 18th & 19th in Limon. A program on “privacy and personal responsibilities” will be given by Cynthia Barnes, County Tech Services Inc. Jack and Jim will report on eRecording. The nomination committee read their proposed slate of officers as Pres. Alynn Huffman, V-Pres. Lynne Bauer, Sec. Patty Bartlett, and Treas. Linda L. Statz. Motion by Bob Sagel, 2nd by Michelle Miller to unaminously elect the proposed slate passed. Statz asked if they wished to have the books audited. She was asked to send the past 3 years reports to Mack Crowther, Steve Hutt, and Charlene Cockrum for audit. The Eastern Division treasurer’s report for July to June will be included in the state’s records annually.
Jim Covington announced he would be running for Doris Porth’s seat on the Colorado Trust board and would appreciate our support.
Pres. Alynn then selected Michelle Miller, Dee Ann Stults and Susan Cochell as the entertainment committee for the next meeting.
Jim Wills announced the new Boulder PT office address is 1790 38th St Suite #100, Boulder, CO 80301.
Everyone was asked to check tax lien sale dates on the website. The meeting adjourned at 9:45 am to be followed by roundtable discussion until noon. Topics included advertising checks made at request of department heads; definition of ‘cash’; amount of refund/shortages handled in office; collecting or canceling delinquent personal property; treasurers’ deeds not required to be advertised if under $500 valuation; writing off unclaimed overbids and uncashed checks; fees charged for copies of tax rolls range from $100 to $200.
