MARCH 20 & 21, 2003

President Lorraine Woolley called the March meeting of the CCTA-Eastern Division to order at 1 pm Thursday, March 20, 2003, following the picnic-in lunch. Fourteen members were present with two more arriving shortly thereafter. Due to the blizzard of 2003 the scheduled speakers were unable to come. Those who participated in the informative roundtables were: Woolley-Prowers, Sandra Damron-El Paso, Susan Cochell-Baca, Dee Ann Stults-Yuma, Sandra Berry-Kit Carson, Sharla Anderson-Cheyenne, Steve Baxter-Kiowa, Alta Mae Brown-Bent, Diana Wood-Chaffee, Lori Ehmke-Dep. Sedgwick, Wanda Lowery-Sedgwick, Judy Clodfelder-Dep. Logan, Lynne Bauer-Apke-Crowley, Becky Alexander-Washington, Jim Covington-Lincoln, and Linda Statz-Phillips.

Roundtable discussions included: foreclosure redemption by junior lienor, unclaimed overbid, foreclosure without note but with copy requires recording of note with Certificate of Purchase, deficiency bids, abatements are started by assessors, life of delinquent tax lien, calculation of interest in redemption rights, new owner redemptions for fees only, must not consciously allow clearing of title by tax lien, fines for MH moves without permits, purging MSO’s, Stewart Title requests for copies of foreclosure files, the tax ID number belongs to the treasurer only, statutes govern transfers of money from road & bridge to county general (case law), state school report form usage, proposed abatement interest change, Constitutionalists, MERS, correction DOT release requirements, cure and withdrawal fees, and prorating bankruptcy taxes to date of bankruptcy filing for pre-petition claims.

Meeting was continued until 9 am Friday. A motion by Susan, 2nd by Dee Ann to approve minutes as presented passed. The Treasurer reported a suggestion for the disbursement of excess funds. After discussion Sandra B. moved, Wanda 2nd, we give $5,000 to the state Public Trustees Association with the stipulation that it be used for future legal opinions. The motion passed unopposed with Jim Covington abstaining. The treasurer was instructed to include a letter of our intentions with the donation. Additional discussion on the amount of our dues ended with a general consensus to retain the $100 dues.

Sandy Berry presented an idea for a program based on an educational module presented by Caren Castle. Sandy will check with Caren about presenting a program for our September meeting. The president appointed Susan C, Dee Ann S and Alta Mae B as the nomination committee for the next meeting. Although some discussion was made on making the offices two-year terms, no motions were made.

          Fall State Seminar – Ft. Collins – Oct. 20-24

Jim reported a letter would soon be distributed stating our organizations are strictly non-partisan. The September meeting dates will be announced after Sandy’s discussion with Caren Castle. The meeting was adjourned so the members could enjoy a pizza party.
