Following lunch Thursday, September 12, 2002, Pres. Suzie Graeff called the fall meeting of the CCTA-Eastern Division to order at 1:20 pm with 23 members and guests present. Jim Covington, President of the CCTA, spoke to the group about SB 157, explaining that we treasurers must certify to the county commissioners who have not paid their possessory interest taxes. Jim also said the state association would be hosting the Christmas meeting this year on Thursday, Dec. 12, at the Red Lion on Quebec in Denver. The association will pay for the meals and show tickets for "The Christmas Carol." Since a third of our members will be leaving, they hope to make the December meeting special for them. Jim also reported the Quadrennial Training will be Febr. 4 – 6, 2003. Steve Hutt and Ed Murray have arrangements made at The Sheraton located at Colorado Boulevard and I-25 in Denver by the Cherry Creek Mall. Tuesday will be registration; Wednesday for Public Trustees and Thursday for Treasurers.
Linda Statz then introduced Joanne Billmeyer from the Secretary of State office who presented a program on Notaries. She told us Colorado notaries have three duties or powers: to administer oaths, to verify unsworn or acknowledgments and to certify copies. To perform this duty the notary must confirm the person’s identity and the person’s competency, verify they are signing of their own free will, and ask them to swear to the fact before we execute the notarization. We have more responsibility on the unsworn than on the sworn which puts the responsibility back on them. The County Clerk & Recorders have the same powers as the notaries, and who gets the notary fees is determined by the employer’s policies.
Friday morning we reconvened at 9:15 a.m. Approval of the minutes of the March meeting as presented was moved by Bobbie Spore and 2nd by Michelle Miller. Motion passed. Alynn Huffman moved to file the treasurer’s report, 2nd by Ruth Schweitzer. Motion passed. Under committee reports Jim Covington reported this would be an expensive year for the state association with the expense of the Christmas party, Quadrennial training, and retirement gifts. He said the Legislative committee chairman was Steve Hutt and members would include the district chairmen. Holly Williams, reporting on the Public Trustee Association, stated they were working on redoing the manual. Conference Committee report by Gini said arrangements were made at the Canon Inn June 23-26, 2003. She has lots of education and entertainment planned.

Lynne moved the slate be approved and a unanimous ballot be cast, 2nd by Jim Covington; motion passed.
Jim then asked the group if they would be able to contribute toward the purchase of the retirement gifts as they were expecting 20-26 needed. Holly moved, Lorraine 2nd, we pay up to $800 to the state association for retirement gifts instead of buying separate gifts from our association. Motion passed.
Next meeting was set for March 20 & 21 in Limon. Meeting adjourned and the group gathered at the Southside for lunch.
