President's Message
We had an eventful Executive Board meeting on April 22, 2003 in Canon City. Thank you very much to Gini Woltemath of Fremont County for hosting the event.
The past few weeks have generated some lengthy discussions, quite a few apologies, many tears, and a few group hugs. It seems that the primary issue that has surfaced in all of these discussions has been procedure and processes within the CPTA. The end result is the portion of this newsletter describing the committees and recommended processes in the Public Trustees' Association. (Webmaster note: Since the list is lengthy, it is not included on this page.)
To the many individuals that I may have offended or frustrated this year - primarily because I didn't follow procedure - I offer my sincerest apologies. If I haven't called you personally, then please accept this apology from me.
Again, I would like to thank you all for the opportunity to serve as President this past year. It is truly a joy to work with the individuals in our Association and I look forward to working with each of you in the future.
Executive Committee Meeting Report
The Executive Committee met on April 22nd in Canon City. Prior to our meeting, we met with Association members planning for our Summer Conference - boy is everyone in for a treat!

Attorney Information
The Executive Board of the Colorado Public Trustees' Association has terminated the attorney/client relationship with Rich Krohn, attorney with Dufford, Waldeck, Milburn & Krohn, LLC.
What If I Have A Legal Question?
Members needing questions answered by an attorney for the Colorado Public Trustees' Association should direct those questions to the President of the Association or Michelle Miller, current chairman of the Legal Counsel Committee. The questions will be considered by the Legal Counsel Committee and then a determination will be made as to whether further legal advice is needed.
What If I Need the Answer Now?
If you really need an answer soon, we will try to 1) find a sympathetic county attorney who will give us some free advice, or 2) get a consensus by phone of the members of the Legal Counsel Committee.
About the New Release Forms That Were Included in the Last Newsletter
The release forms that were included in the previous newsletter are forms that allow for a release without production of the evidence of debt by a title company. About 1/3 of the way down, it states: "The undersigned, upon oath, hereby affirms and agrees as follows." After that statement, the form incorporates affidavit and indemnity language for a release under 38-39-102(3). The forms have been referred to the Forms Committee for approval.
Legislative Committee Request
The Legislative Committee will be meeting on May 29th to identify the abuses we are seeing from lenders/investors who are adding on additional expenses per Senate Bill 161. Please forward any examples you may have either to Karen Schaefer or Angela Dazlich, co-chairs of the committee. Some of the charges include: drive-by inspections, attorney fees, structural inspections, etc. We will use these examples to compile a list and work towards getting some legislation in place to correct this situation.
