COLORADO PUBLIC TRUSTEE ASSOCIATION
SUMMER CONFERENCE
THURSDAY, JUNE 23, 2005
CORTEZ, COLORADO

The meeting was called to order and President Peggy Foley, Pueblo County, welcomed the membership.  Sandy Greenlee and her staff were thanked for organizing a successful conference.  Our sponsors, Tyler Technology, the Grand County Commissioners, and Castle, Meinhold & Stawiarski were thanked for their continued support of our association.

Mack Crowther, Conejos County, led the invocation.

Jack Arrowsmith, Douglas County, led the Pledge of Allegiance.

Jamie Crocket, Jackson County, called the roll, and found 48 counties present.  The minutes of the October 2004 Seminar were approved as presented.

Jim Covington, Lincoln County, gave the Treasurer's report.  As of June 17, 2005, the Association had a balance of $62,791.42 and all bills to date have bee paid.

Audit Committee

Gini Woltemath, Fremont County, reported the committee found the books in order.

By-Laws Committee

Billie Mills, Elbert County, had nothing to report at this time.

Forms Committee

Alynn Huffman, Gilpin County, reported the executive board has approved the new release forms for use.  Land Title is opposing the e-Release process.

Manual Committee

Lorraine Woolley, Prowers County, reported the updated pages, reflecting HB 1168, had been sent to all counties.

Legislative Committee

Bob Sagel, Morgan County, reported HB 1168 passed and becomes effective August 8, 2005.  There will be a panel discussion following lunch on the foreclosure statute rewrite.

Resolutions Committee

Dee Ann Stults, Yuma County, presented this committee's report and it was approved.

e-Business Committee

Jack Arrowsmith, Douglas County, reported several more counties are accepting or close to accepting e-Releases. As more counties start doing e-Releases, the fee structure may be addressed.  Recommendations for the e-Business committee for 2005 are to continue with a focus on adoption and education in both the public and private sectors.  The adoption of Technical Standards by the Public Trustee Association, to strive for adoption of standard release forms and move the focus of the e-Business Committee from e-Releases to e-Foreclosures.

Nominating Committee

Susan Cochell, Baca County, nominated the following slate of officers:

2nd Vice President:    Jamie Crocket, Jackson County
Secretary:    Sandra Berry, Kit Carson County
Treasurer:    Jim Covington, Lincoln County
Past President:    Peggy Foley, Pueblo County

There being no other nominations, this slate of officers was approved by acclimation.

New Business

There is a need to change or define the associate dues amounts, now that the Association dues have changed.  This issue will be passed on to the By-laws committee for their recommendation.

The passage of HB 1168 has allowed for an increase in the amount deposited to open a foreclosure.  Bob Sagel will make a recommendation to the Association regarding this issue at Seminar.

The panel discussion following lunch was well attended.  Many ideas and issues were discussed.  The panel determined more work was needed to allow for this statute rewrite to be ready of the legislature next winter.  It was recommended the Legislative Committee keep the same members for continuity.
