COLORADO PUBLIC TRUSTEES’ ASSOCIATION
83ND
ANNUAL CONFERENCE
JUNE 21, 2007
PARKER, COLORADO (DOUGLAS COUNTY)
The meeting was called to order by President Jamie Crocket, Jackson County
The PLEDGE OF ALLEGIANCE was led by Jim Covington
The INVOCATION was given by Mack Crowther, Conejos County
The ROLL CALL was taken by the secretary, Sandra Berry and showed that 54 counties were present.
The MINUTES were presented and a motion to approve was made to dispense with the reading of the minutes and approve them. Motion seconded. Motion passed.
The TREASURER’S REPORT was given by Jim Covington. The balance that the Association has in all accounts is $ 72,021.51. A copy of the complete report is attached.
AUDIT COMMITTEE: The audit report was given by Sandra Berry for the Executive Board who served as the Audit Committee. The books were found to be in balance and approved. A copy of the report was submitted and attached to the minutes.
NOMINATING COMMITTEE: Lynne Bauer, Crowley County, of the Nominating Committee presented the following slate of officers:
President: Jim Covington, Lincoln County
1st Vice President: Sandra Berry, Kit Carson County
2nd Vice President: Carol Snyder, Adams County
Secretary Dee Ann Stults, Yuma County
Treasurer Michelle Miller, Park County
Past President Jamie Crocket, Jackson County
The motion was made and seconded to accept the slate of officers. Motion passed.
CONTINUING EDUCATION COMMITTEE: Jim Covington, Lincoln County, Chair of the Continuing Education Committee reported that the committee had been working with a new contact at Mesa State. He said we no longer had to have a sign-in slip after the meetings but we still have to submit the regular attendance slip.
LEGISLATION UPDATE: Bob Sagel, Morgan County, Chair of the Legislative committee presented Debbie Wagner of Ackerman Information Corporation, LLC, lobbyist for the Association She gave brief summary of all the bills that they had tracked through the legislative process that were passed that were of interest to the Public Trustees.
BY-LAWS COMMITTEE: Michelle Miller, Park County, Chair of the By-Laws Committee presented the by-laws amendments as had been previously mailed to all the members. After discussion, it was moved to eliminate the requirement in Section One that the officers be alternated between elected and appointed Public Trustee and also amend Section One to add two Board members at Large. Motion was made by Bob Sagel, Morgan County and seconded by Dianne Bailey, Douglas County. Motion passed.
Two new Board Members at Large were elected – Patti Bartlett, Logan County and Linda Statz, Phillips County.
FORMS and eBUSINESS: Alynn Huffman, Gilpin County, Committee Chair referenced the new legislation that had passed in the legislative session requiring that all Release of Deed of Trust forms substantially follow the one outlined in the new statutes.
MANUAL COMMITTEE: Patti Bartlett, Logan County, Chair of the Manual Committee presented the changes in the manual as they reflected the changes in the statutes during the legislative committee. Motion was made to approve the changes in the Manual and was seconded. Motion passed.
RESOLUTION COMMITTEE: The report of the RESOLUTION COMMITTEE, was given by Debbie Reynolds, Huerfano County, Committee Chair thanking the staff of Douglas County, the Holiday Inn Select and all of the others who had participated in and sponsored activities that added to the Conference.
