E-BUSINESS COMMITTEE MEETING

MEETING MINUTES

The E-Business Committee held a short meeting in the lobby of the Marriott Hotel in Fort Collins, Colorado on October 23, 2003, during the Treasurer/Public Trustee Annual Seminar.

The purpose of the meeting was to get feedback from everyone about the presentation made at the Seminar earlier that day and decide when and where our next meeting would be.

Jack Arrowsmith, E-Business Committee Chairman, opened the E-recording presentation, given at the Seminar. Alynn Huffman, Gilpin County Treasurer/Public Trustee, gave the first presentation. She addressed the fears and concerns that the smaller counties might have in regards to E-Recording. Next, Roxy Huber, Broomfield City and County Public Trustee, gave information about the different levels of electronic recording and what each level represented. Angela Dazlich, Larimer County Public Trustee, gave some information about security issues related to electronic recording. Jim Wills, Boulder County Deputy Public Trustee, updated everyone on what was happening with electronic notarization and rules to be put in place by the Secretary of State. Jack Arrowsmith gave a power-point presentation about the process of E-Recording. The consensus was that the session had been well accepted and was informative.

It was decided that the committee should make a recommendation to the Public Trustee’s Association on Electronic Notarization after the November 20, 2003 meeting at the Secretary of State’s Office when there will be a decision made as to this process.

There was another suggestion about Public Trustee’s contracting together to setup a special fund to help with the financing of E-Recording. The statutes are vague as to what we can do in this regard. The Clerk and Recorder’s fund ends July, 2006. There was some discussion about this issue and Jack said he would contact the Douglas County Attorney for clarification.

Roxy Huber, Broomfield Public Trustee, has contacted the Castle, Meinhold, Stawiarski law firm and has not received an answer from them about someone from their firm joining this E-Business Committee. If we cannot get the Castle, Meinhold, Stawiarski we will look at another firm.

Michelle Miller, Park County Treasurer/Public Trustee, brought a guest with her, Ginger Dyer, Vice President of Security Title Guarantee in Bailey, Colorado. We asked her to become a member of the E-Business Committee and she accepted.

Some other e-recording concerns were discussed briefly, but no decisions made.

Our next meeting will be probably in December. Roxy Huber will let Jack know about the Clerk and Recorder’s Meeting in Broomfield the first week of December. We may attend that meeting and then have our own meeting after that or in conjunction with that meeting.
