Conference Business Minutes, June 22, 2004

President, Steve Hutt, from Denver County called the meeting to order at 8:30 a.m. and welcomed everyone to the 80th CCTA Conference in Broomfield.
Mack Crowther, Conejos County, gave the invocation and a local Military Color Guard presented the colors and led everyone in the pledge of allegiance.
Secretary, Mack Crowther, took roll call. There were 49 of 64 counties in attendance.
The minutes of the Fall Seminar 2003 Minutes were approved by acclimation by a motion by Connie Trujillo, Custer County, and seconded by Debbie Reynolds, Huerfano County. Motion passed unanimously.
Steve asked on behalf of the Site Selection Committee for those counties interested in holding the 2008 Conference for their presentations. Alynn Huffman of Gilpin dressed in 1800’s attire from Central City made a presentation on behalf of Gilpin County and Monika Todd made a presentation on behalf of Mesa County. Bob Sagel, Morgan County, made a motion and seconded by Roxie Huber, Broomfield County, to have Gilpin County hold the 2008 Conference and have Mesa County replace Montrose County for 2006. (Montrose County requested to withdraw their holding of 2006 Conference). Motion passed unanimously. Therefore, the following years and counties are scheduled for Conference: 2005 – Montezuma County, 2006 – Mesa County, 2007 – Douglas County, and 2008 – Gilpin County.
Karen Stuart, Mayor of the City & County of Broomfield, welcomed everyone to Westminster and reviewed a history of the City & County of Broomfield.
President Steve Hutt, Denver County, in response thanked Ms. Stuart for her warm welcome.
President Steve Hutt, Denver County, then explained the current status of funding the annual Scholarships by CCTA. Due to the limited interest income to the Association the Executive Board proposed the starting next year, 2005, that only (1) Scholarship be made available. All current recipients would continue to receive their annual payments along with the (2) new recipients for 2004 who would be announced the evening of the closing banquet. Jim Covington, Lincoln County, made the motion to accept the proposal and Doris Porth, Custer County, seconded the motion. Motion passed unanimously. He then began with committee reports.
2nd Vice-President, Michelle Miller, Park County, on behalf of the Budget and Audit Committee, stated the Executive Board had met and found the financial records of CCTA presented by Secretary-Treasurer, Mack Crowther, to be in order and balanced as of May 31, 2004. Total CCTA funds as of this date are $150,995.00.
Sherry Rose, San Miguel County, Chairperson of the Liaison Committee, said their committee met in June in Grand Junction. Their mission is to work with the other Colorado County Elected Officials organizations and perhaps improve relations than have been in the past. A possible Round Table discussion would be held at next Seminar or Conference. Larry Gilliland is working on a directory. Sherry was to contact CCI. Larry Gilliland mentioned that the Association needs two new State Directors for NACTFO. A motion by acclimation was made to have Alynn Huffman & Charlene Cockrum serve in those positions for the upcoming year and to replace Helen Hill & Alva May Dunbar who are no longer in office.
Virginia Woltemath, Fremont County, Chairperson of Necrology Committee, gave the committee’s report as 3 individuals had passed away since our last conference. Their report is part of these minutes.
Alta Mae Brown, Bent County, Chairperson of the Nominating Committee, presented the following slate of officers for 2004 – 2005. Charlene Cockrum, Alamosa County, for President, Michelle Miller, Park County, for 1st Vice President, Karen Sheaffer, Eagle County, for 2nd Vice President, Mack Crowther, Conejos County, for Secretary/Treasurer, Lorraine Woolley, Prowers County, for Board Member 2nd Term, and Sharon Jones, Douglas County, for Board Member. No other nominations were presented and the above individuals were approved unanimously.
Myrna Rodenberger, Larimer County, Chairperson of the Seminar Committee, mentioned that Seminar would be October 11 – 15, 2004 in Fort Collins at the Marriott. The theme would be Octoberfest.
Larry Gilliland, Summit County, member of the Electronic Payments Committee, spoke about the Survey sent out by Doug Windes from the State Treasurer’s Office. The report was sent back out and is now on their website.
District reports were given as follows:
District #1 – No report. Robert Razzano, Moffat County, will remain as District Chairperson.
District #2 – John Lefebvre, Adams County, will remain as chairperson and reminded everyone about the Metro Meeting on August 20, 2004 hosted by Douglas County.
District #3 – Linda Phillips, Phillips County, reported they will meet in August. Wanda Lowery from Sedgwick County is the new Chairperson.
District #4 – Karen Shaeffer, Eagle County, reported that Kari Carl, Hinsdale County, is the new Chairperson.
District #5 – Gini Woltemath, Fremont County, reported they will meet soon and she will stay as Chairperson.
District #6 – Ed Murray, La Plata County, said their district met April 16 in Dove Creek and the Dolores County Judge spoke on Ethics. Carla Logan, Montrose County, is the new Chairperson.
District #7 – Charlene Cockrum, Alamosa County, reported their district met June 17th and the new Chairperson is Debbie Reynolds, Huerfano County.
District #8 – Susan Cochell, Baca County, reported she would continue as the Chairperson.
President Steve Hutt, Denver County, asked Bob O’Neal to say a few words concerning his departure from Trans-America Tax Real Estate Service. Bob mentioned that 1st American had taken over their loans as of Memorial Weekend and that his last day was June 30 with the company. Steve thanked Bob on behalf of CCTA for all the service given to each county through his tenure.
