Conference Business Minutes, June 21, 2005
Cortez - Montezuma County
Charlene Cockrum, Alamosa County, CCTA President, called the meeting to order at 8:30 a.m. and welcomed everyone.
Mack Crowther, Conejos County, gave the invocation and Michelle Miller, Park County, led everyone in the pledge of allegiance.
Duane Finley, Montezuma County Commissioner, welcomed everyone to Cortez.
Mack Crowther, Conejos County, Secretary/Treasurer, took roll call and 45 County Treasurers were present. The minutes of the Fall 2004 CCTA Seminar were approved by acclimation as presented. Sandra Berry, Kit Carson County, made the motion and Dee Ann Stults, Yuma County, seconded the motion. Treasurer's Reports given with a balance of $142,505.88 as of 5/31/2005.
Charlene Cockrum and Michelle Miller proceeded with a discussion of the need of additional funds for CCTA as expenses were continuing to go up. This was from the recommendations of the Executive Board who met the previous day. A Legislative Fee was proposed by Jamie Crocket, Jackson County, and second by Jim Covington, Lincoln County, to have an increase of $100.00 for #1 and 2 size of counties, $80.00 for size #3, $60.00 for #4, and $40.00 for #5. After considerable discussion the motion was withdrawn. A motion by Don Mueller, Weld County, and seconded by Larry Gilliland, Summit County, for the Executive Board to further investigate a $50.00 across the board fee for discussion at Seminar. The motion passed unanimously.
Charlene Cockrum then asked for Committee reports.
Newsletter Committee, Virginia Woltemath, Chair, reported that it was dwindling because of the CCTA web site and all the information available there.
Bankruptcy Committee, Karen Sheaffer, Chair, had no report.
Michelle Miller, 1st Vice-President, on behalf of the Budget and Audit Committee, stated the Executive Board had met and found the financial records of CCTA presented by Secretary/Treasurer, Mack Crowther, to be in order and balanced as of May 31, 2005.
By-Laws Committee, Dee Ann Stults, Chair, had no report.
Conference Committee, Sandy Greenlee, Montezuma County, thanked everyone for coming and especially all the districts and individuals who had helped them make the conference a success.
Continuing Education Committee, Doris Porth, Chair, mentioned they had met and are moving forward.
Credentials Committee, Michelle Miller, Chair, said that CSU is no longer doing accreditation. We are now working with Mesa State College and hope to have it done by October.
Electronic Payments Committee, Sharon Jones, Chair, said they had a meeting in March. She said as an example that Douglas County was allowing 3rd party vendors. (Bank & Vendor)
Forms Committee, Sandy Berry, Chair, had no report.
Historical Committee, Kerry Carl, Chair, had no report.
Liaison Committee, Sherry Rose, Chair, had no report.
Necrology Committee, Virginia Woltemath, Chair, had no report.
Nominating Committee, Susan Cochell, Chair, presented the following slate of officers for 2005-2006. Michelle Miller, Park County, for President, Karen Sheaffer, Eagle County, for 1st Vice-President, Sharon Jones, Douglas County, for 2nd Vice-President, Mack Crowther, Conejos County, as Secretary-Treasurer, Alynn Huffman, Gilpin County, as Board Member, and Susan Cochell as Board Member. No other nominations were presented from the floor and the above individuals were approved unanimously.
Resolutions Committee, Patty Bartlett, Chair, had no report.
Scholarship Committee, Michelle Miller, mentioned there would be one new recipient announced at the Banquet on Thursday evening.
Seminar Committee, Myrna Rodenberger, Chair, was not here and had no report.
Site Selection Committee, Sharla Anderson, Chair, was not here and no report. The bid for the 2009 Conference would be tabled at this time.
Legislative Committee, Roxy Huber, Chair, and Peg Ackerman reported. They mentioned concerning the new BAA Case regarding Yuma and Washington Counties dealing with oil wells which are taxed through royalties now. Also they spoke about the C & D Referendums that will be on the November ballot. "C" is basically a debruce for the State for five years and "D" is a single subject to incur multi-years obligations for bonds.
It was mentioned that Karen Sheaffer, Eagle County, was presented an award recently from NACO concerning tax lien sale seminars.
District Reports were then given:
District #1 - No report. Jamie Crocket, Jackson County, was the new Chairperson.
District #2 - John Lefebvre, Adams County, current Chairperson, said they had a meeting in March about the electronic payments. In August they will have the "Speaker of the House" come with others for a debate on C & D.
District #3 - Becky Alexander, Washington County, new Chairperson. Wanda Lowery reported they met at the last Limon meeting and discussed special assessments.
District #4 - Karen Sheaffer, Eagle County, will remain as Chairperson. They will meet in September.
District #5 - Doris Porth, Custer County, will be new Chairperson. Virginia Woltemath reported they had met quarterly and would be meeting in Westcliffe in August.
District #6 - Carla Logan, Montrose County, Chairperson, said they met last September in Grand Junction and checked the hotel for next conference. They had a discussion on credit card payments. They also helped Sandy in April and they will meet again in September.
District #7 - Debbie Reynolds, Huerfano County, will remain as Chairperson. They met twice, once in the fall and then in May. They had discussions on e-recording.
District #8 - Susan Cochell, Baca County, will remain as Chairperson. They met in Limon in September and had discussions on wind generators and state assessed abatements.
