Business Meeting – Tuesday October 18, 2005
Seminar – Fort Collins Marriott

Michelle Miller, Park County, CCTA President, called the meeting to order at 8:35 a.m. and welcomed everyone.

Mack Crowther, Conejos County, gave the invocation.

Larimer County Sheriff’s Honor Guard presented the Colors and led everyone in the Pledge of Allegiance.

Mack Crowther, Conejos County, Secretary/Treasurer had roll call and 47 County Treasurers were present.

The minutes of the CCTA Conference held in Cortez on June 21, 2005 were approved as presented by a motion to dispense with reading them.  Jim Covington, Lincoln County, made the motion and Doris Porth, Custer County, seconded the motion.  Passed unanimously.   Treasurer’s report given with a balance of $136,678.32 as of September 30, 2005.

Alynn Huffman, Gilpin County Treasurer, spoke about the current things going on with the NACTFO organization.  An issue of “Positive Pay For Fraud” was presented.  She said Karen Sheaffer will take the place of Charlene Cockrum at this time.

Connie Joiner, Teller County Treasurer, spoke concerning IACREOT.  She said that Karen Sheaffer who was the Treasurer of IACREOT received a national award.  Myrna Rodenberger will be chairing the upcoming events which included dates of January 20th – 24th and July 5th – 8th in San Francisco as she is the Treasurer’s Division Director.  Also Connie was involved in the Continuing Education Professional Classes of the association.

Michelle Miller highlighted some of the things currently being discussed by the Executive Board.  They included sponsorships at CCTA events and the recommendation of a Past President’s Club of CCTA.

Roxy Huber, Broomfield County Treasurer, as Chairperson, spoke about the Legislative Committee.  Issues included 1) Salary Commission headed by Dee Ann Stults, 2) Oil & Gas Cases were moving forward which pertained to Washington & Yuma Counties, 3) Mobile Homes – Ken Sigley was the spokesperson for the group, 4) Investments – Roxy had asked John Lefebvre to help, 5) New Business – concerning new regulations with mortgage brokers and fraud task force, that there was a bill coming from the Attorney General’s office.  6) Concerning the issue of $10 write off for interest, it is very possible it will change to $50, and 7) Mark Paschall was working on a possible unbuildable strip issue.

Michelle Miller, President, mentioned that serving in the Executive Board was to open to everyone in the association as well as serving on committees.

Jim Covington spoke about the changes occurring in the Continuing Education Program.  First, he thanked everyone for their support for his daughter, Tara, who was going through treatments for cancer.  He said that Mesa State College had become the new partner with CCTA instead of CSU.  He also thanked everyone who had served on the Continuing Education Committee.  There are 3 voting members and 1 advisory.  CEU’s can now be used which calculates at 1 CEU = 12 points.  The new requirement is 36 points not 50 points.  In the long run they would like to have courses on-line for everyone which includes deputies.  Mesa State had been very cooperative and had grand fathered in the past credits.

Michelle Miller, President, proposed a changed in dues from $350 to $400 for the upcoming.  Because of various costs with the conference, seminar, and other items the Executive Board felt it was needed to maintain our fund balances.  A discussion followed.  Jim Covington made the motion to increase the dues by $50 and Dee Ann Stults seconded the motion.  The motion passed unanimously.

Michelle Miller, President, thanked Sandy Greenlee, Montezuma County Treasurer, for the wonderful conference held in Cortez.

Peggy Kearn, Rio Grande County Treasurer, then read a letter on behalf of Charlene Cockrum, outgoing Alamosa County Treasurer.

With no other business, the meeting adjourned at 9:50 a.m.
