General Membership Meeting
October 13, 2009
Ft. Collins
Seminar
Myrna Rodenberger, Larimer County Treasurer, welcomed all
to
Ft. Collins and thanked all sponsors. Larimer
County Commissioner Steve Johnson welcomed the membership to Larimar County and gave a brief history of the
county. The Larimer County Color Guard presented the flags and all joined in the
pledge of allegiance.
The meeting was called to order at 8:15 a.m. by President
Alynn Huffman, Gilpin County Treasurer/PT. Alynn thanked Irene Josey and Myrna
for their work putting the Seminar on and to the Sheriff for presentment of the
colors and to Commissioner Johnson for welcoming us.
Mack Crowther gave the invocation.
Jan Stout, Secretary, called the roll and 53 counties were
present establishing a quorum. Jan Stout asked that the minutes circulated last
week be approved as presented. So moved by Jim Covington and seconded by Diane
Christner. Motion was passed unanimously.
Mack Crowther, Treasurer, gave an update of the CCTA tax
exempt status. Documents were filed with IRS who has not responded which is a
good sign. Mack also indicated that we renewed with the Colorado Secretary of
State on July 30th. The Financial report was also presented which
shows a balance of $136,375.44 and is entered into the records as per the
attached.
Alynn read a letter from Irene Josey, Chief Deputy
Treasurer of Larimer County, wherein she resigned from her
volunteer work with CCTA/CPTA. The membership gave Irene a standing ovation for
her assistance over the past 23 years.
Committee Reports:
- Photographer –
Michelle Miller is trying to get photos on the internet and can provide
copies via CD.
- Webmaster – Bob Sagel
indicated a new fee schedule is on the website now. Treasurer manual is
online; changes in statute are now posted to the manual.
- Budget – Susan
Cochell, Mack Crowther and Alynn Huffman presented the budget outline to the
executive board and it was approved yesterday.
- Credentials &
Accreditations – John Lefebre asked that those seeking accreditation or
renewal get their applications to him between January 1st and
February 15th.
- Bankruptcy – Michelle
Miller asked for a show of hands for those interested in another day-long
course. Response showed in favor of another bankruptcy class.
- Continuing Education
– Jim Covington explained that continuing education was being re-organized
to give host counties a list of classes needed for accreditation every 4
years. If any member wants to host a class, you must contact Jim Covington
in advance so that the course can be certified for continuing ed.
- Legislative – John
Lefebvre. A $5.00 delinquent fee is being considered for sending delinquent
tax statements, regardless of amount delinquent. We will try to find a
sponsor for the bill. Legislation regarding electronic tax statements is
moving forward. Pending legislation is also being considered for postmarks
for payment dates which contains alternative wording for lack of postmark
being timely accepted if received within a certain number of days after due
date. Alternative energy funding is being considered for a statewide
district but has issues in that an energy district could purchase a tax lien
with an IOU and John asked for input on if such a plan could be workable.
Bill Wallace moved that we oppose PACE legislation; Sandy Berry was
concerned that the voters had no input. Further discussion indicated
counties would need to op-in to a statewide district. Irene Kincade and
Linda Statz seconded the motion. Vote showed the membership was not opposed
to the concept of PACE but to the idea involving tax liens and IOUs. The
membership also agreed that at this time, we would not have presentation
from the credit unions who seek legislative approval to hold public funds.
- Forms – Irene Kincade
asked members to contact her if a revision of a form is needed.
- Resolutions – Lynne
Bauer presented a thanking the Marriott Hotel, speakers, presenters, all
sponsors and especially Myrna Rodenberger, Larimer County Treasurer and her
staff for their dedicated performance. Resolution was entered into the
minutes as an attachment.
- Scholarship – Alynn
Huffman asked that the membership refer to the website for application and
deadline information.
- Past Presidents –
Michelle Miller said that the past presidents would meet for dinner and to
discuss conference and seminar guidelines.
- Technology – Bill
Wallace said no tasks had been assigned and asked them to task the
committee. It was suggested that they look into online tax bills.
- Eastern Division –
Lynne Bauer said they would be meeting in March 2010 in Adams county and
September in Otero County, La Junta.
- Western Division – Ed
Murray said they held their meeting last August and elected new officers;
Paul Brown, President, Jeanne Cassalori, Vice President, Melody Marks,
Secretary and Jan Stout, Treasurer.
- Metro Division –
Sandra Damron reported Metro had hosted a bankruptcy class in March 2009.
Sharon Junes will take over for the Christmas meeting and asked for ideas.
- District 1 – Jeannie
Whidden – no report
- District 2 – Sandra
Damron announced there would be meeting of treasurers not public trustees in
lobby restaurant Thursday at 9:00 am.
- District 3 – Patty
Bartlett reported her district met previous day and discussed Logan hosting
a future meeting.
- District 4 – Kerry
Carl – no report.
- District 5 – Irene
Kincade reported the district met and discussed the 2011 conference. Briefly
discussed treasurer fees and discussed the possibility of getting an opinion
from Rich Krohn on fees.
- District 6 – Rosemary
Murphy – no report/meeting
- District 7 – Lorraine
Medina said they met October 1st in Alamosa and discussed online
tax sale and GTS updates.
- District 8 – Susan
Cochell reported a new treasurer, Donna Leonetti, Las Animas county, in the
district. Reminded the district should help with meetings in the district.
- Conference Committee:
Conference 2010 – Sandra Damron
announced the conference will be held at the Antlers Hotel who agreed to honor
conference rates 3 days before and after the conference for those wanting to
spend the 4th of July vacationing in El Paso County. The theme will
be All American Baseball, Hotdogs and Apple Pie where a trip to the Sky Sox game
will be included.
Conference 2011 – Alynn Huffman
will host in Gilpin county June 20 through June 25, 2011 with Mining/History as
the theme. The conference will be at the Ameristar with room rates anticipated
at $99 to $109. We will have a tour at a mine and Colorado Mills is 30 minutes
away for shopping.

Billie asked for counties to
volunteer to host the open meetings. Four counties; Adams, Archuleta, Logan and
Las Animas volunteered and gave short presentations highlighting their counties.
It was discussed that host counties should also look to other counties in their
district to assist with duties. Membership voted for each county with the
following results.

Jim Covington asked all new
hosting counties to contact him to obtain a list of required continuing
education courses.
- Seminar – discussed
with above.
Under new business, 2010 Seminar was discussed and Adams
County will be the host.
There being no further business, the meeting was adjourned
at 9:30 a.m.
