CCTA Business Meeting

The meeting was called to order by President, John Lefebvre at 8:10 a.m.
Roll call was read by Secretary, Wanda Lowery. Forty (40) members were present and twenty-four (24) were absent establishing a quorum.
The minutes of the 2010 Summer Conference held in Colorado Springs had been distributed by e-mail. There were no changes submitted. We dispensed with the reading of the minutes and they were approved and entered into the records.
Mack Crowther submitted the Treasurer’s Report. The financial report as of August 31, 2010 had a total of CCTA funds of $157,987.37. (CCTA-operating $88,550.31 and Education $69,437.06) With no discussion the report was filed as presented and entered into the records.
President, John Lefebvre, gave a summary of the Executive Board’s meeting held at 11:30 a.m. on October 11, 2010.
1) The Executive board discussed the need for Insurance coverage for Directors and Officers of the association. We have never had it in the past, but it is something you don’t need until you need it. They received a quote for $1Million in coverage at a cost of $800.00 and $500,000.00 for $600.00. The Board will make a decision of the best option.
2) Legislative matters were also discussed. It was suggested that more time be allowed for discussion on old issues and new legislation. The association needs to present their ideas to the MAC Assoc. by August. We need to have 1 or 2 top items to present and discuss at Summer Conference. The ideas need to be ready to send to the State by November. Members were asked to get their ideas to the Executive or Legislative Boards.
3) The time for Quadrennial was presented. It will be held Monday thru Wednesday, February 14-16, 2011 at The Weld County Conference Room. More information will be distributed after the elections. CCTA will pay for all meals for those that attend Quadrennial in order to defray some of the costs of having three meetings in 2011.
Committee Reports were requested:
Audit – No report
Budget – Alynn Huffman reported that she had submitted a request to John Lefebvre and Mac Crowther that the amount for education needs to be raised from $3,000.00 to $4,000.00.
Continuing Education – Michelle Miller said there would be a meeting of the committee for breakfast, Thursday morning in the hotel at 7:15 am. They would discuss education programs for Quadrennial to be held Feb. 14-16, 2011.
Historical – No report
Legislative – Bob Sagel reported on several issues currently being discussed. One was moving up the discussion on legislative issues. There was a discussion on the number of counties that do not have a newspaper in the county for advertising of their delinquent taxes. If we seek legislation to go on-line with all advertising we may have a battle with newspapers – we may lose. Bill Wallace reminded the group that if we go electronic we lose the ability to charge back for advertising. The internet and software are not free. John said he would like to see some legislation established on windmills. It should be broad enough to cover windmills, solar panels, methanol plants, etc. It needs to be broad enough to attach correct revenue streams. There is an amendment to eliminate possessory interest below $6,000.00. We will see if it passes. If anyone has ideas of thoughts for legislative issues please bring your ideas to the association first and they will pass it on to a representative.
There was a discussion on mobile home tax. One issue is there is a .85 cent tax due, by the time you add advertising, interest and fees the bill is now $85.00. Is this right? Need feedback on legislative ways to have this deferred. The group was reminded that any tax under $5.00 may get written off. DeeAnn Stultz pointed out that even though we may dismiss the tax the assessors still have to assess it. One request was to do something to stop the endless sub-dividing of minerals. It makes the tax rolls much longer and collection more difficult. Other mobile home issues were discussed.
Webmaster – Bob Sagel said he would have updates out on the website in the next couple of weeks.

Past Presidents – Michelle Miller reported that the past presidents will discuss the guidelines for seminars at their dinner.

Patty Bartlett Fall Seminar, October 14-19th, 2012 in Sterling, CO.
Metro Division will have a Christmas Party event on Dec. 10, 2010 at Red Rocks Theatre with a concert to follow at Heritage Square.
Alynn Huffman – Summer Conference, June 20-25, 2011 at the Ameristar in Central City. The meeting will be called Treasures of the Rockies, with mine tours, tour of historical Central City. Clear Creek, Chaffee, Park, Teller, Fremont and Custer counties are helping.
2011 Fall Seminar will be held in Trinidad in Oct. Dates to be announced.
There being no further business to discuss, the meeting was adjourned.
